The safe call is used when a runner has reached the base safely and is not out.  Also used on close balls hit to fielders (no catch) and are not called "out".  The umpire will extend both arms together in front and give a quick sweeping motion outward, roughly parallel to the ground, palms down.  A verbal "safe" can also be used at the same time.
