Stealing on "1st move" is typically done with a left handed pitcher on the mound and a runner at 1st or runners at 1st and 3rd.  Once the pitcher comes set, the runner takes off as soon as they see any foot movement.  Even if the throw is pickoff to 1st, the runner continues on a full speed run to 2nd.  One of two things will happen - 1) the pitcher throws to the plate and the runner has just gotten a huge early jump or 2) the pitcher throws over to 1B and then the 1B needs to make another throw to whoever is covering 2nd.
